Our history

The group’s origins trace back to 1991, when Mr Carlos de Menezes Falcão founded Títulos Lusitanos – SGPS, S.A., a Portuguese company created to raise capital and invest in the Government’s privatisation programme. Mr José Verdelho joined in 1993. During the 1990s, Títulos Lusitanos acquired stakes in several companies privatised under this programme. A notable investment occurred in the privatisation of Banco Totta & Açores, then a leading private bank in Portugal. In 1994 and 1995, alongside Banco Santander, Títulos Lusitanos held around 50% of the banking and non-banking financial subsidiaries, amounting to an investment of approximately USD 1 billion. These holdings provided extensive expertise in banking and financial services, paving the way for expansion into software and communications for insurance and banking.

In the late 1990s, the shareholders strategically entered the Angolan market. Over the last two decades, Títulos Lusitanos and related entities have regularly advised the Angolan Ministry of Finance, Ministry of Public Works, National Bank of Angola, Sonangol, and others. Their services include drafting legislation, shaping the Angolan stock market framework, designing regulations for investment funds and vehicles, and advising on restructuring the state-owned banking sector and pension systems.

Atlantic Facilities Management – Prestação de Serviços em Edifícios Urbanos, S.A. (AFM) delivers integrated facilities management services across office, residential, and retail buildings in accordance with international best practices. Established in Angola in 2006, AFM currently operates 45 service lines with over 250 employees.
Over the past decade, AFM has developed extensive expertise in serving the oil and gas industry, particularly in office and residential contexts. By 2016, the company had engaged more than 500 subcontractors and business partners. Today, over 50% of its operations are in the oil and gas sector, with the remainder covering banking and finance, government, institutional, retail, and residential clients.
Recognised as a market leader, AFM provides high-quality operations and maintenance services in Angola, consistently applying global standards that differentiate it in the local market.

Atlantic Facilities Management Limited Atlantic Facilities Management Ltd. (AFM Limited)

Provides integrated facilities management services for office and residential spaces, working in consortium with affiliated Group companies. AFM Limited delivers services requiring specific expertise that may not be readily available locally.

The company oversees global functions such as sourcing, procurement, data management, and the acquisition of critical resources — including spare parts, materials, and equipment — either directly or via specialised third parties. It also handles the engagement of subcontractors and other key resources, especially where international procurement is required or local costs are prohibitive.

Founders
Mr Carlos Manuel de Souza de Menezes Falcão

Graduated in Law from the Faculty of Law of the University of Lisbon in 1973. He began his legal career advising international clients in the financial, insurance, and oil sectors. In 1991, he founded Títulos Lusitanos to provide executive consultancy services and develop investment projects within the scope of the Portuguese Government’s privatisation programme.

He currently serves as Chairman of the Group and leads its operations and strategic development, particularly in Angola. There, he has overseen the implementation of various projects and provided executive management services to major international entities, including ExxonMobil, BP, Total, BAI, and Sonangol.
Mr Falcão also chairs the boards of several companies operating in Angola, primarily engaged in infrastructure management, logistics, engineering services for the oil industry, and high-level advisory services.

Mr José Francisco Figueira Verdelho

In 1989, Mr José Francisco Verdelho graduated in Law from the University of Lisbon, and in 1990, he obtained the Diploma of Advanced European Studies from the College of Europe in Bruges. 

Mr Verdelho began his professional career in the international tax department at Ernst & Young and served as a member of the legal staff in the Portuguese Government. He lectured Law at several universities.
Since the mid-1990s, Mr Verdelho and Mr Menezes Falcão have worked together on numerous international transactions and investments involving public and private entities across the world. Additionally, Mr Verdelho holds senior management positions in several companies.

Vera Vilar Filipe

Senior Manager on Negotiation and Supervision

Vera Vilar Filipe joined the group in 2008 after graduating in Law from Católica University in Lisbon in 2007. Vera further obtained a Masters in Law and Business in 2009 as well as a Post-Graduation Degree in Tax Law in 2010 both from Católica University and successfully completed the Program in International Taxation in 2015 from Católica Lisbon School of Business and Economics.

She was an advisor to the Board and Head of Accounts, overseeing the company’s financial operations, advising on tax matters and treasury management and financial compliance until 2017. Since then Vera has been a senior member of the Negotiation and Supervision Team, being in charge of public procurement, structuring and submission of proposals. Additionally, she has been responsible for coordination, management, and supervision of contracts in the oil and gas sector

Ricardo Vilaverde

Executive Consulting Senior Manager

Ricardo Vilaverde joined the group in 2007, upon completing Civil Engineering studies in the Catolica University of Lisbon.

Ricardo has been a member of the Project Management team in several large infrastructure projects and has intervened in the structuring of large scale projects. Since 2007 Ricardo has been an active member of so many consulting teams in the areas of engineering and management and the performance of business management advisory services.

Paula Silva

Senior Adviser on Information Technologies

Paula Silva joined the group in 2012 and is in charge of the definition, implementation and audit of the integrated quality system, as well as the management of the group’s information technologies.

Paula graduated in Electrotechnical and Computer Engineering from the University of Porto in 1989.

Paula worked between 1989 and 1991 at Philips Portuguesa as a project leader, where she was responsible for the specification, testing and manufacture of electronic components. Later, between 1992 and 2012, Paula joined INESC Porto – Institute of Engineering, Systems and Computers as a researcher, project manager and consultant, in the areas of organisation, information technologies, quality and industrial maintenance.

Paula completed several complementary professional and academic trainings, namely a master’s degree in Electrotechnical and Computer Engineering in 1994, TMP- Total Productive Maintenance Course, at Astrein in 1999, General Management Course, at the Porto School of Management in 2005, Integrated Logistics and Supply Chain, at EGP in 2006, Analysis of Procedures and Workflow Design, at the Faculty of Engineering of the University of Porto in 2010, ITIL V3 Foundation, at APCER.

Miguel Bagôrra

Executive Consulting Senior Manager

Miguel Bagôrra joined the group in 2007, after graduating in Civil Engineering in the University of Porto in 2000, having obtained a MBA from the Porto School of Management in 2003 and having worked in project management in several Portuguese construction companies.

Subsequently, Miguel undertook advisory roles to the Board in several construction companies, banks and holding companies in Portugal and Angola and Project Management responsibilities. He later obtained the Global Executive MBA from INSEAD in 2013.

Since 2007 Miguel has been a member of consulting teams in the areas of engineering and management, intervened in the structuring of projects and performed executive business management advisory.

José Barreiro Lima

Head of Consulting, Executive Management & Business Development

José Barreiro Lima joined the group in 2007 and is in charge of development and structuring of projects and executive business management.

José graduated in Civil Engineering from the University of Minho in 1995, having obtained a MBA from the Porto School of Management in 1998 and, in 2001, the Master’s degree in Business Management from the University of Porto, with a PhD Doctorate in Information Systems from the University of Salford in 2008. In 2012, he graduated in negotiation from Stanford University in the areas of Influence and Negotiation Strategies Program.

Until 1997 José was part of the Project Management unit of AFAplan and between 1998 and 2001 he was a Senior Consultant in Accenture’s Business Strategy and Performance Management units.

José later joined Mota-Engil from 2001 to 2004, where he was Director of the SAP reengineering and implementation Project for operational management.

In addition, since 2001 José has been teaching and developing research in several universities, being the author of several publications.

José Monteiro Castelo

HR and Financial Adviser

José Monteiro Castelo joined the group in 2011 as an in-house adviser to the Administrative and Financial areas.

José graduated in Economics and Business Sciences from the Catholic University of Lisbon in 1991, completed a Specialisation in Financial Auditing by ISCTE in 2002 and obtained a Postgraduate Degree in Logistics and Distribution by the Higher Institute of Economics and Management in 2007.

José began his professional activity in 1990, in the financial department of LM, in HPA (1993) in the engineering areas, Béltico civil construction until December 2000 and having been general manager for Agroapoio and later, since 2002, as Financial Controller at Solvayfarma.

Joana Freitas

Legal Counsel

Joana Freitas works with the group since 2000, after graduating in Law from the Universidade Autónoma of Lisbon and completing the legal internship, being a member of the Portuguese Bar Association since 2002 and having obtained a Postgraduate Diploma in Forensic Procedural Practices at the Faculty of Law of the Portuguese Catholic University in 2004.

Joana provides legal advice in the areas of Commercial Company Law, Labor Law, Civil and Contracts Law.

Flávia Gonçalves Pereira

Financial and Accounting Director

Flávia Gonçalves Pereira joined group immediately graduating in Economics from the Lusíada University of Lisbon in 1995 and has been with the group since then, being initially part of the Financial Department and now in charge of the finance and accounting areas as well as also responsible for the group’s accounting supervision.

In 1997 Flávia became a member of the Order of Official Account Technicians (OTOC) and has extensive education and training acquired over the years in the areas of accounting and taxation, namely the Specialization Course in Taxation, at the Higher Institute of Labor and Business Sciences (ISCTE) Center for Specialisation and Management and Finance, in Lisbon in 2000.

Cláudia Reis

Executive Assistant Manager to the Board

Cláudia Reis works in the group since 2009, after having graduated in Law from the Lusíada University of Lisbon in 2004. Cláudia is also a member of the Portuguese Bar Association since 2013.

Cláudia is in charge of treasury management and financial compliance and service coordination functions, as well as activities pertaining to the group’s core business, including contracts management and negotiation, review of proposals submitted in the context of public tenders and procurement and logistical support processes.

She is also experienced in the media and publishing sector, having been an assistant to the commercial directorate-general of the Controlinveste group between 1998 and early 2008. She has also completed several professional training courses in the areas of labor law and advertising law.

Paula Maria

Assistant to the Board

Paula Maria joined the group first in 1993 and after leaving for a period in 1999, joined again back in 2008, and is currently in charge of the logistic support of the team and the administrative management of financing and accounting.

Carla Silva

Assistant to the Board

Carla Silva joined the group in 2008 with the responsibility for administrative and logistics support of the Board of Directors.

Benvinda Malcato

Office Manager

Benvinda Malcato joined the group in 1993 and is in charge of the direction of the administrative support and overall office management, along with the logistics coordination for the entire team.

She also provides direct support to the Chairman of the group.

Henrique Parreira

Director

Henrique Parreira is in charge of the coordination and supervision of the financial and controlling team and of the services provided to all group companies. Joined the group in 2007 and is now responsible for all operations.

After graduating in Law in Universidade Nova of Lisbon in 2003, Henrique joined Uría Menéndez law firm and was involved in several legal works until 2006, when he obtained a Postgraduate Degree in Études Supérieures Juridiques et Économiques de l’Union Européenne (DESUP) at the Université Paris I – Panthéon-Sorbonne. Henrique also completed the 1st Postgraduate course in Professional Sports Law at the Faculty of Law of the University of Coimbra in 2005. After joining Títulos Lusitanos in 2007 and being initially involved in legal and financial advice to Angolan and international reference entities, as well as in the legal structuring of investment projects, Henrique was latter in charge of the negotiation and management of contracts with international oil companies and public owned entities. Henrique obtained a Master’s Degree in Law at the Faculty of Law of the Universidade Nova of Lisbon in 2012 and the LL.M. Advanced Master of Laws in International Business Law at the Católica Global School of Law in Lisbon in the same year.
